CS FfD Mechanism at the Third Preparatory Committee Session for FfD4
The Civil Society Financing for Development (CS FfD) Mechanism participated in the Third Preparatory Committee Session for FfD4, which took place 10-14 February 2025, at the United Nations Headquarters in New York.

The Third Session of the Preparatory Committee for the Fourth International Conference on Financing for Development took place in Conference Room 3 of the UN Headquarters in New York from 10 to 14 February 2025. PrepCom 3 continued negotiations on the FfD4 Outcome Document, shaping the agenda for the conference set to take place in Sevilla, Spain, from 30 June – 3 July 2025.
It is yet to be determined whether civil society will be allowed to participate in the upcoming negotiations—an issue critical to ensuring an inclusive and transparent process.
If you were unable to attend you can re-watch the event here via UN Web TV.
You can find all statements by member states at the 3rd Prepcom here.

Issue 34: Is Civil Society participation in the negotiations “too DEI” for Member States?
The FfD Chronicle is puzzled that an issue as important as the assurance of transparency and inclusion of this process has remained in the drawers of the Chairs, Vice-Chairs and Bureau of the 4th International Conference on FfD for too long. Read here
Issue 35: Trade as an engine for development on the way to Seville: What will it take to get there?
The trade section in the zero draft offers some positive entry points for addressing some of the current challenges restricting the role of trade as a development tool for the Global South. The comments from Member States yesterday during the Third Prep Com confirm this. However, the level of ambition must be raised in order to ensure that such challenges are addressed. Read here
