The current debt crisis, widely recognized, is not limited to high debt levels, but the servicing burden is crowding out an increasing proportion of public social investment. The Zero Draft must clearly acknowledge that the obligation to prioritize debt repayment threatens the ability of States to fulfil its peoples’ and ecosystems’ fundamental rights, undermines sustainable development and increases structural inequalities.
