4th FfD Conference 2025
General Information
The Fourth International Conference on Financing for Development (FfD4) was announced to take place from June 30 to July 3, 2025, in Seville Spain.

The draft resolution (A/C.2/78/L.59) was adopted by consensus at the Second Committee on Tuesday, 22 November 2023. Member States decided to convene the 4th FfD Conference in 2025.
In preparation for the Fourth International Conference on Financing for Development, member states are scheduled to hold up to three Preparatory Committee (PrepCom) sessions in 2024 and up to two sessions in 2025.
Resolution 78/231, adopted on December 22, 2023, establishes an Intergovernmental Preparatory Committee tasked with making the organizational, procedural, and substantive preparations for the conference. This resolution outlines the structure of the Preparatory Committee and provides for several preparatory sessions to be held in various locations including Ethiopia, and New York, leading up to the main conference in 2025 in Spain.
Ethiopia offered to host 1 of the PrepCom sessions.
Addis Ababa Preparatory Session
The preparatory session in Addis Ababa towards the Fourth International Conference on Financing for Development took place from July 22 to July 26, 2024. This session was part of the preparatory process that included multiple sessions across different locations aimed at facilitating discussions and groundwork in the lead-up to the main conference.
A Multi-stakeholder hearing was held in New York on 28 October 2024. This space offered a platform for all non-governmental actors, including civil society, academia, private sector, and philanthropy organizations, among others, to actively engage in discussions towards an ambitious FfD4 outcome. The Civil Society Financing for Development Mechanism presented its Elements Paper Submission and hosted a series of Side Events.
