
Voices from the Global South Call for a Fair and Inclusive UN Tax Convention in Nairobi
Nairobi, Kenya — November 10, 2025.

As governments gather in Nairobi from 10–19 November for the third session of negotiations on the proposed UN Framework Convention on International Tax Cooperation, the voices of the Global South are demanding a fair, transparent, and people-centered global tax system.
Ahead of the official talks, representatives from over a hundred civil society organizations convened to highlight the urgent need for a just #UNTaxConvention that truly serves the interests of all peoples, not just a privileged few.
This round of negotiations marks a pivotal moment, as countries move into text-based discussions that could reshape the way global tax rules are designed and implemented. For African nations, the stakes could not be higher: every loophole and imbalance in the current international tax system represents lost public revenue, resources that should fund healthcare, education, climate action, and social protection.
Civil society across the continent is mobilized and vocal. Their message is clear:
“Global tax rules must reflect equity, transparency, and the development realities of the Global South.”
This is a defining opportunity for governments to show political will and deliver a truly inclusive and just international tax framework: one that works for people everywhere.
